[Remote] Systems Analyst 3
Note: The job is a remote job and is open to candidates in USA. Zencon Group Inc. is seeking a Senior PeopleSoft HCM Functional-Technical Lead to support the CAPPS HR/Payroll statewide ERP platform. The role involves functional configuration, production support, and project delivery while coordinating across multiple Texas state agencies.
Responsibilities
- Serve as the functional and technical SME for CAPPS HR/Payroll (PeopleSoft HCM 9.2)
- Support Workforce Administration, Payroll, Position Management, Time & Labor, Commitment Accounting, Security, and Recruiting modules
- Perform functional design, configuration, testing, implementation, and production support activities
- Create and review Functional Design Documents (FDDs)
- Configure job codes, positions, departments, compensation structures, workflow (AWE), and PeopleSoft delivered features
- Support and maintain PeopleSoft security, row-level security, and multi-tenant environments
- Manage ACA compliance activities including 1095-C reporting, IRS filing requirements, and electronic submissions
- Develop and support reporting solutions using PS Query, SAP Business Objects, BI Publisher, and SQL
- Support integrations using Integration Broker, REST/SOAP services, and related technologies
- Gather business requirements, perform UAT/regression testing, and coordinate system enhancements
- Provide Tier 2 production support, troubleshoot incidents, and participate in Major Incident Management (P1/P2)
- Participate in Disaster Recovery testing, system upgrades, audits, and SOC-1 compliance activities
- Deliver training, executive presentations, and cross-training to agencies and internal staff
- Ensure compliance with WCAG 2.1 accessibility standards and ITIL service management practices
Skills
- 15+ years of knowledge and understanding of Texas state HR policies and applicable policies
- 15+ years of knowledge of federal labor laws
- 15+ years of technical expertise with PeopleSoft Application Designer, Integration Broker, SQL, SQR, BI Publisher, SAP Business Objects, and related technologies
- 12+ years of experience performing PeopleSoft system configuration changes
- 12+ years of experience with security best practices, NIST standards, and multi-tenancy environments
- 10+ years of Texas public sector experience supporting 30+ state agencies
- 10+ years of experience supporting CAPPS HR/Payroll in PeopleSoft HCM 9.2
- 10+ years of experience with PUM, Change Assistant, Fluid UI, and Elasticsearch
- 10+ years of experience in functional project management and ERP support
- 10+ years of experience providing Tier 2 production support in large enterprise environments
- 10+ years of experience supporting Major Incident Management (P1/P2) processes
- 10+ years of experience participating in Disaster Recovery exercises
- 10+ years of experience creating strategic roadmaps and leading cross-functional initiatives
- 10+ years of experience preparing executive-level presentations and stakeholder communications
- 10+ years of experience supporting audits, compliance reviews, and open records requests
- 10+ years of experience managing vendors and interpreting contractual requirements
- 10+ years of experience performing SQL activities to support CAPPS and SPRS systems
- 8+ years of experience creating WCAG 2.1-compliant documentation and materials
- 3+ years of knowledge and experience with ITIL, ITSM, and IT Asset Management principles
- 10+ years of experience supporting CPA legacy Statewide Financial Systems production environments
