Job description: The PositionThe Lake Oswego Fire Department is seeking a highly motivated Paramedic who can work independently with Lake Oswego Community Senior Care Facilities and people with disabilities to evaluate and improve service delivery models, create and implement EMS Prevention and Education Programs, and coordinate emergency and disaster response plans for Senior Care Facilities in Lake Oswego.This limited duration (2-years) full-time position is funded as a “Pilot Project” in partnership with the State of Oregon through an Oregon Department of Human Services Grant. This position is represented by the IAFF 1159 labor union and falls under the agreement between the City of Lake Oswego and the IAFF Local 1159 July 1, 2023 through June 30, 2026.The Project: The Fire Department will work to implement alternative response models that will ensure the most appropriate resources are deployed to Senior Care Facilities, eliminating redundancy and keeping the limited medical resources available for higher acuity calls.Working with the Lake Oswego Medical Director and the Lake Oswego EMS Coordinator, this pilot will look at the efficacy and risk of changing the response criteria through analysis of data to ensure positive patient outcomes.This project will track the percentage reduction in calls for service, dollars saved through the development and implementation of differential response models, community education and prevention efforts, and provide written plans for widespread health emergencies, mass casualty events, and prolonged disasters in longer-term senior care facilities.This pilot will provide a roadmap for best practices that can be replicated across the State of Oregon, ensuring better care for our seniors and persons with disabilities, while helping to manage the demand on the EMS system as a whole.The pilot will establish and maintain a strong and enduring partnership between first responders, facility staff, and residents, all working together toward a more supportive EMS service delivery model to vulnerable residents and persons with disabilities. The Position: Under direction of the Assistant Fire Chief, the Prevention and Education Specialist will work to develop Emergency Medical Services Risk Reduction, Prevention Education Programs, and Disaster Preparedness Programs for Senior Living Communities.Key Responsibilities
- Provide proactive strategies to improve and enhance the quality of life for the population living in longer-term care facilities.
- Create a partnership between senior care facilities and first responders to support the wellbeing of seniors in Lake Oswego, and to ensure coordination between senior care facilities in the region.
- Provide a direct link to Fire Department and City services to ensure the seniors' needs are considered before and during emergencies and disasters.
- Assist with emergency and disaster planning at senior care facilities.
- Risk reduction and prevention.
- Create educational activities and materials.
- Provide enhanced services to older adults and people with disabilities.
- Directly support senior living communities, tailoring the program to meet the needs of the people who live in senior communities.
- Serve as a liaison between first responders and the populations living in senior communities to ensure there is a coordinated response during large scale emergencies and disasters.
- Certification as a Paramedic in Oregon (NREMT-P)
- NIMS training required for management roles in the EOC including ICS 100, 200, 700, 800, to be completed within one year from the date of hire.
