[Remote] Governance & IRB Analyst
Note: The job is a remote job and is open to candidates in USA. Raye IT Consulting, LLC is a certified minority woman-owned IT consulting firm specializing in program management and IT support for federal agencies. They are seeking experienced Governance & IRB Analysts to manage IT governance functions, including scheduling, documentation, and governance training for a federal agency client.
Responsibilities
- Develop meeting agendas, maintain agenda backlogs, and prioritize agenda items for monthly IRB working sessions, pre-briefs, and board meetings
- Draft, finalize, and distribute meeting minutes; track action items and decisions across all client IRBs
- Develop and maintain governance documentation including charters, policies, processes, procedures, and templates
- Facilitate Out-of-Cycle (OOC) votes and coordinate budget reviews with business units
- Support business units in defining, compiling, and submitting annual IT budget requests
- Attend IRB meetings and accurately track approved, denied, and on-hold IT spend items
- Review and compare multiple iterations of MS Excel spend plan reports provided by the budget group
- Maintain KPI reports and IRB statistics
- Develop and maintain governance training materials and associated MS SharePoint resources
- Administer and maintain the IT Governance SharePoint site, including all content and document repositories
- Collect and disseminate meeting materials; coordinate distribution across stakeholder groups
- Prepare executive-level presentation materials for senior federal leadership
Skills
- Minimum 5 years of experience supporting federal IT governance boards or equivalent executive-level governance functions
- In-depth knowledge of IT budgeting, forecasting, and IT governance-related disciplines
- Proficiency with Microsoft Office suite (Word, Excel, PowerPoint, Teams) and SharePoint administration
- Experience developing and maintaining governance documentation (charters, policies, procedures, templates, and training materials)
- Demonstrated experience preparing high-visibility, executive-level presentation materials
- Strong oral and written communication skills with the ability to adapt style across all organizational levels
- Ability to manage multiple meeting tracks simultaneously and prioritize competing deadlines
- USDA experience strongly preferred, particularly within FPAC, FSA, NRCS, or RMA governance functions
- Familiarity with FPAC Investment Review Board (IRB) structure, cadence, and federal CPIC governance cycles
- Experience with federal IT budget formulation, spend plan tracking, and OMB reporting cycles
- Knowledge of SharePoint site administration and advanced workflows
- Experience with FITARA, TBM, and federal IT lifecycle governance requirements
