DOT FHWA Mid-Level Grants Management Analyst

Description: Grey Street Consulting, LLC (Grey Street), a leading small business provider of Grants Management operational support services to Federal civilian and defense agencies, is seeking to hire a Mid-Level Grants Management Analyst to support our prospective client within the Department of Transportation (DOT), Federal Highway Administration (FHWA). DOT FHWA is located in Washington, DC, and this position is to be performed in a remote capacity. Candidates need to be agreeable to the possibility of the government returning staff on-site. Essential Duties and Responsibilities

  • A Mid-level Grants Management Analyst functions in a mid-level acquisition management capacity and must provide off-site grants support services.
  • The grants support services performed must be in conformance with all Government regulations and policies, including 2 CFR Part 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
  • The DOT Guide to Financial Assistance and other Governmental regulations and policies as appropriate.
  • The primary focus of grants management must be Grants and Cooperative Agreements with direct recipients, as discussed in the Introduction section.
  • A Mid-level Grants Management Analyst must have extensive knowledge and skill of concepts, principles, policies, procedures, and practices to plan and carry out all activities related to the highly complex aspects in grants management sufficient to provide expert technical advice and consultation in all grants management areas including pre-award, post-award, and price/cost analysis, implementing new developments, and providing policy interpretation to program managers and other leadership staff.

Requirements: Job Requirements and Experience

  • A Mid-level Grants Management Analyst must have a minimum of four years of direct Federal grants and/or Federal acquisition experience.
  • Bachelor’s degree, a thorough knowledge of the Federal Assistance practices and policies,
  • An expert understanding of the full grant lifecycle to troubleshoot and overcome difficult situations in order for the grant action to be resolved.
  • Must have a thorough knowledge of the application of 2 CFR Part 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
  • Direct experience supporting Federal agencies and Federal competitive grant programs is preferred.
  • Knowledge and familiarity using systems such as ESC PRISM and GrantSolutions is preferred.
  • Contractor staff must be proficient with using available Microsoft technology, such as Lists, SharePoint, and other software such as Outlook and technology such as shared network drives.
  • DOT/FHWA is transitioning to Google for productivity software by the end of FY26. Thus, familiarity with Google products will be beneficial.

  • Operate a PC and phone in an office environment.
  • Work in a primarily sedentary position.
  • Perform some bending, light lifting, and carrying of equipment may be required.
  • Any additional office equipment that is required by the position.

About the Department of Transportation (DOT), Federal Highway Administration (FHWA) The mission of the Federal Highway Administration (FHWA) is to improve safety and mobility on our nation’s highways through national leadership, innovation, and program delivery. The mission of the Cooperative Agreements and Non-State Grant Awards Division (HACG-30) within the FHWA, Office of Administration (HAD), is to award and administer grants and cooperative agreements to on-State DOT recipients (“Direct Awards”). These awards provide financial support for highway-related projects and range from planning, design, construction and maintenance to research, training, and technical assistance, as well as congressional earmarks for non-state recipients. The Division is responsible for the preaward processes, award, and post-award administration of Federal assistance agreements (grants and cooperative agreements) for a wide range of research, specialized studies, construction, and other activities necessary to support DOT, FHWA Headquarters Offices, and Division Offices carry out their mission in accordance with Title 23 U.S.C. The type of recipients supported by HACG-30 include local governments and political subdivisions of a State or Territory (e.g., cities, towns, counties, special districts, among others); Federally recognized Tribal governments; Institutions of Higher Education; and other recipients that are not State-level entities (e.g., State Departments of Transportation). HACG-30 does not support formula grants or block grants; such experience is beneficial but not directly relevant for this requirement.
