100% Remote Full-time Open now

CEG is seeking a motivated and critical thinker Manager candidate with strong technical, quantitative, communication, and organizational skills who excels in a dynamic and occasionally fast-paced work environment.

Description

CEG is seeking a motivated and critical thinker with strong technical, quantitative, communication, and organizational skills who excels in a dynamic and occasionally fast-paced work environment.

The Gas Utility Regulation team works with clients on state-level gas and electric utility policies, programs and regulatory filings that impact gas utility customer rates, such as capital expenditure prudency and cost of service studies, greenhouse gas emissions, gas utility planning, building efficiency and electrification. Our clients are primarily public interest clients (state agencies, consumer advocates, nonprofits). The Manager will execute and further develop the cross-utility regulatory portfolio for CEG. The Manager will report to the Partner on the Gas Utility Regulation team and will work across gas (~50%), electric (~30-40%) and water (~10-20%) utility regulation.

Responsibilities

Client Project Execution:

  • Manage and execute client projects across utility regulation with approximately half of time dedicated to gas utility regulation, approximately one-third on electric utility regulation, and the remainder on water utility regulation.
  • Develop, co-manage, or manage specific client deliverables and projects.
  • Co-manage or manage teams to ensure timely delivery of project deliverables.
  • Co-manage or manage client interactions.
  • Manage the execution of written and technical work within the context of overall client project goals.
  • Review and interpret comments or testimony submitted in regulatory proceedings and develop arguments with evidence that can either support or rebut the issues.
  • Draft discovery requests to utilities to probe their proposals and identify data and information to make informed regulatory recommendations and critiques.
  • Draft memos, comments, and expert testimony to support client positions in regulatory cases.
  • Develop insights into the economic, technical, and policy implications of various regulatory proposals including gas utility decarbonization pathways, alternative fuels, gas utility planning, capital expenditures, non-pipeline alternatives, electrification programs, and impacts to customers including low-income and disadvantaged communities.
  • Research policy, regulations, and tariffs; summarize research via memo or presentation and communicate research to internal and external audiences with varying levels of technical expertise; interpret such research to develop insights into best practices, policy implications, and recommendations for different regulatory stakeholders specific to the client scope and context.
  • Conduct qualitative or quantitative analysis to understand the economic and policy implications of different strategies and business models in various retail and wholesale markets.
  • Present and explain technical concepts associated with work to non-technical audiences.

Client Relationships & Business Development:

  • Lead or help prepare senior team members for client meetings and presentations.
  • Diagnose problems that current or prospective clients may have and offer potential solutions.
  • Assist team members in scoping and providing clarity on client project requests, which may be ambiguous.
  • Lead or help prepare scoping and writing proposals for clients and responding to client requests.
  • Attend industry events and conferences to network and/or present.
  • Identify key areas of uncertainty concerning technical work needed to complete client projects.

Team Support:

  • Support the growth and development of the CEG consulting team by helping to educate junior staff on energy market fundamentals, policy developments, and other relevant topics.
  • Help the team with general operational tasks and internal projects for organizational improvement as needed.

Time Management:

  • Self-manage time and workload and communicate regularly with your supervisor and other members of the team to manage expectations about timing and quality of work. Ensure timely delivery of project deliverables and communicate issues as they arise.
  • Prioritize between multiple competing internal and external demands to ensure successful delivery across a portfolio of projects.

Professional Development:

  • Work with manager to craft a professional development plan, independently explore creative solutions to problems related to energy transition, and proactively work to improve targeted skillsets and grow subject matter knowledge.

Desired Qualifications

  • 6-8 years of general industry experience, with a preference for gas, electric, or water utility regulation, or an advanced degree in energy and environmental policy, economics, engineering, or a related field. An advanced degree may satisfy 2 years of experience.
  • Expertise in gas utility decarbonization pathways, alternative fuels, gas utility planning, capital expenditures, non-pipeline alternatives, and/or electrification programs.
  • A minimum of 3 years of project management experience in a consulting position or similar role.
  • Background or experience in technical or legal writing and research.
  • Prior experience working with or before public utilities commissions (PUCs).
  • Experience sponsoring discovery and expert testimony preferred.
  • Demonstrated strong quantitative skills and advanced proficiency in Microsoft Excel.
  • Demonstrated strong written and verbal communication skills, with the ability to collaborate effectively across multiple teams.
  • Experienced in managing and training staff, with a proven ability to delegate tasks effectively within a team.
  • Proficient in multitasking and prioritizing critical tasks while managing conflicting demands under tight deadlines.

A successful candidate does not have to satisfy every requirement listed above. Applying gives the opportunity to be considered.
