The Nebraska Department of Motor Vehicles is seeking a dedicated Motor Vehicle Fraud Investigator to help combat fraud, identity theft, title violations, and other criminal activity that impacts public safety and consumer trust. Job Duties include: Under limited supervision, conduct complex criminal, administrative, and civil investigations involving fraudulent activity related to motor vehicle laws and DMV programs. Investigate complaints and accusations of suspected fraud or participation in fraudulent activity including, but not limited to: identity theft; vehicle ownership document fraud; odometer tampering; false or fictitious certifications; fraudulent obtainment of driver’s licenses, state identification cards, registration documents, and certificates of title; and alteration of vehicle identification numbers. Locate, interview, and obtain statements from witnesses, suspects, and other involved parties; prepare detailed investigative reports and documentation. Identify, collect, preserve, and prepare evidence to support criminal investigations and judicial actions. Prepare accurate and concise written investigative and evidentiary reports for possible use during administrative, civil, or criminal proceedings. Prepare subpoenas, court orders, affidavits, and search or arrest warrants for judicial approval and service. Provide testimony and present investigative findings in administrative, civil, and criminal proceedings. Conduct surveillance, proactive enforcement activities, and investigative field work as required. Collaborate with partner agencies to coordinate investigations, share intelligence, and support criminal prosecution. Provide technical assistance and training on fraudulent document identification to DMV staff and external groups as needed. Maintain certifications required to operate as a certified law enforcement officer in the State of Nebraska. Other duties as assigned within the scope of the classification. Requirements / Qualifications: Minimum Qualification: A minimum of three years of law enforcement investigative experience with a federal, state, or local law enforcement agency. Other: Regular and reliable attendance is expected and required. Must possess a valid driver’s license. Must have and maintain certification as a Nebraska Law Enforcement Officer, including eligibility for appointment as a Special Deputy State Sheriff and federal task force officer. Must meet Nebraska Law Enforcement Firearms certification standards and pass a full fingerprint/criminal history background check. Knowledge, Skills, And Abilities : Knowledge of: investigative techniques and procedures; interviewing and interrogation principles; rules of evidence; laws of arrest, search and seizure; basic court procedures; criminal statutes related to theft, fraud, perjury, and conspiracy; motor vehicle laws and licensing processes; and proper law enforcement report writing. Skill to: use and maintain a firearm; and use and maintain audio, visual, and electronic surveillance equipment. Ability to: communicate effectively both orally and in writing; analyze records and evidence; interpret laws and legal documents; make independent judgments in high-pressure situations; collect and preserve evidence; prepare detailed investigative reports; organize and present testimony; and work collaboratively with partner agencies and the public.
