These efforts focus on identifying ways to work better together, reducing conflict by increasing understanding, improving collaboration, fostering teamwork, and increasing productivity and quality of services delivered by OMD.What You Will Be DoingThis position is assigned to the Camp Rilea Armed Forces Training Center and provides full-service facilities management. Camp Rilea is a 2,000-acre National Guard Installation with 170 buildings (460,000 SF), 8 tenants, and 109 full-time employees. Facilities consist of dining, classrooms, barracks, administration, warehouses, motor pools, recreation, treatment plants and multiple types of housing. The facility owns all its utility distribution systems except for natural gas. The Electrical Distribution System has over 11 miles of primary power, 7 miles of secondary power, 63 high voltage transformers and 46 switch cabinets. The Water Distribution system is comprised of two wells, 420,000-gallon storage tank, treatment plant, 4 miles of 6” water lines. The sewage treatment facility is comprised of six lagoons, 3½ miles primary pipe, 4 pump stations and a sewer reuse facility. The telecommunication system consists of 93 vaults and 7 miles of communication conduit. The camp can house up to 1200 soldiers/tenants and has an annual troop usage of 125,000 mandays, full-time tenants include Clatsop County Emergency Operations, Joint Apprentice Training Center, Royal Fresh Market, 442nd Engineers, 116th ACS, a commercial restaurant and a DFAC catering vendor. Transient uses include all branches of the armed forces, government entities, federal law enforcement; school/church groups and fraternal organizations.This position manages a 29-person trade maintenance crew for the operation, maintenance and repair of facilities, roads, grounds and utilities. Trades include HVAC, electrical, carpentry, painting, plumbing, sewer/water plant operators, grounds maintenance, custodians and general maintenance workers. Develops and maintains deferred maintenance and repair projects. Manages purchasing and contracting functions (Within delegated authority) for multiple cost centers. Manages solid waste and recycling activities. Assists the RPOM branch with minor construction projects. Responsible for timely submission of programs for ISR, PRIDE, FISP and DOE. Manages multiple safety and environmental programs. Manages personnel functions at all levels. It is a requirement to interface with all levels of government and private industry. The position is responsible for decisions relating to buildings, grounds and utility infrastructure as well as responsible for appropriate use and expenditure of all funds associated.Working ConditionsWorks in an office environment are regularly exposed to sitting, conducting computer and telephone operations. Regularly conduct inspections throughout the post. Attend meetings, briefings and training throughout the state with some overnight travel. May be required to work extended hours and occasional weekends. Regular exposure to people/tenants/contractors who are frustrated and irate. The incumbent must be able to lift 30 lbs.
