Job title: ADA Administrator/HIPAA Privacy Officer Company: Broward County Job description: REQUIREMENTS AND PREFERENCES The Broward County Board of County Commissioners is seeking qualified candidates for ADA Administrator/HIPAA Privacy Officer. General Description Ensures County compliance with the Americans with Disabilities Act (ADA) and monitors County compliance with the Health Insurance Portability and Accountability Act (HIPAA). Works independently, under limited supervision, reporting major activities through periodic meetings. Minimum Education and Experience Requirements Requires a Bachelor's degree from an accredited college or university with major coursework in planning, public or business administration, law or closely related field. Requires four (4) years progressively responsible experience in investigations, and government and regulatory compliance in the areas of: HIPAA, Americans with Disabilities Act (ADA), Equal Employment Opportunity (EEO) or Civil Rights; two (2) years of the experience must have been working with accessibility related issues in areas such as employment, housing, public accommodations, transportation or communications; including two (2) years of supervisory experience. Special Certifications and Licenses None. Preferences Masters degree in Public Administration, Healthcare Administration, Law, and other related fields. Juris Doctorate ADA Coordinator Training Certification Program (ACTCP) CERTIFIED HIPAA PRIVACY SECURITY EXPERT (CHPSE) Extensive HIPAA Knowledge DUTIES AND RESPONSIBILITIES The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary. Develops policies to ensure that County programs and facilities comply with ADA; monitors ADA program and facility compliance activities of all County Offices, departments, and divisions; develops plans in compliance with federal regulations for submission to the County Administrator and the Board of County Commissioners for approval. Coordinates county-wide self-evaluation surveys for assessing ADA compliance, and develops strategies for compliance implementation; coordinates planning efforts with municipalities in Broward County; serves as the County liaison with the Advisory Board for Persons with Disabilities. Maintains appropriate administrative, technical and physical safeguards; develops and maintains policies and procedures for appropriate response to individual requests for access, disclosure, correction and/or amendment; monitors the transmission between the covered and non-covered entities of County government. Monitors federal regulations for updates in the HIPAA privacy rule; acts as central point of contact for HIPAA-related inquiries, information requests, and grievances; maintains appropriate records and information tracking systems regarding applicable HIPAA related inquiries. Reviews contractual relationships between the County and HIPAA-defined business associates to insure the inclusion of HIPAA compliant policies and procedures; periodically reviews County programs for changes in HIPAA covered-entity status. Advises and guides County Agency's on ADA and HIPPAA related matters to ensure County policies/procedures are followed, to minimize liability, and to assist agencies in taking the most appropriate/effective course of action possible. Supervises and directs the work of subordinate staff and conducts specialized investigations. Performs related work as assigned. WORK ENVIRONMENT Physical Demands Physical demands refer to the requirements for physical exertion and coordination of limb and body movement. Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
