Managing Consultant, Workforce Development
Job Description:
- Develop and execute a strategic vision for the Workforce Development practice area, ensuring alignment with public health modernization and workforce equity goals.
- Identify and forecast workforce needs across BME’s client portfolio to ensure scalable, data-informed strategies.
- Monitor emerging trends, tools, and policy shifts in the public health workforce landscape, including competency frameworks, accreditation standards, and capacity-building innovations.
- Establish and track key performance indicators (KPIs) to measure impact and success of workforce initiatives and firm-wide goals.
- Provide expertise across BME Strategies practice areas to integrate workforce planning, learning, and leadership development approaches into broader client initiatives.
- Coordinate with other BME Practice Leads to ensure systems improvement and knowledge sharing is prioritized consistently across the organization.
- Contribute to firm-wide learning through case studies, best-practice guidance, and internal staff development.
- Identify and cultivate opportunities for growth within the Workforce Development practice, expanding BME’s portfolio of workforce planning, training, and organizational capacity-building projects.
- Lead the capture and onboarding of new workforce development clients and projects.
- Lead and contribute to proposal development for workforce-related contracts, grants, and RFPs, ensuring submissions highlight BME’s expertise in workforce systems and public health capacity building.
- Collaborate with firm leadership to set and achieve annual revenue targets for the Workforce Development practice.
- Build BME Strategies’ presence and thought leadership through active participation in professional networks, conferences, and coalitions focused on workforce innovation and public health infrastructure.
- Design and scope workforce development projects, ensuring approaches are evidence-based, practical, and responsive to client needs.
- Oversee delivery of high-quality consulting engagements related to workforce assessments, training system design, and public health leadership development.
- Provide technical and strategic guidance to local and state agencies on issues such as workforce pipeline development, staff retention, recruitment strategies, competency frameworks, and performance improvement systems.
- Support municipal and regional clients in developing and implementing workforce plans that align with accreditation and Foundational Public Health Services (FPHS) standards.
- Ensure project contracts remain accurate, compliant, and current, with a focus on quality deliverables and exceptional client service.
- Lead the design and implementation of workforce development frameworks, learning plans, and competency-based training programs for public health staff and leaders.
- Facilitate needs assessments, curriculum development, and evaluation of training and learning outcomes.
- Develop tools and dashboards for tracking workforce trends, skill gaps, and professional development progress.
- Provide technical assistance on leadership pipelines, workforce stabilization, recruitment strategies, and performance management systems.
- Integrate principles of equity, inclusion, and cultural responsiveness into all workforce development activities.
- Translate findings and recommendations into clear, actionable plans and communication materials for government and community stakeholders.
- Manage and mentor Associate- and Consultant-level staff in the Workforce Development practice area, fostering a culture of collaboration, accountability, and continuous learning.
- Provide coaching and feedback to support professional growth and technical excellence.
- Lead performance management and staff development efforts in partnership with the Director of Finance & Operations.
- Cultivate relationships with public health agencies, academic partners, funders, and associations to strengthen collaboration and impact across the public health workforce ecosystem.
Requirements:
- Master’s degree (MPH, MPA, MS, or related field) with a focus in public health, organizational development, workforce development, or education/training systems.
- 6–12 years of progressive experience in workforce development, training systems design, or organizational capacity building within the public or nonprofit sectors.
- 5+ years of experience managing client relationships in a consulting or professional services setting.
- 3+ years of project leadership experience overseeing large-scale workforce or organizational development initiatives.
- 3+ years of supervisory experience, including mentoring and team management.
- Demonstrated success leading workforce assessments, strategic planning, or implementation projects with government or municipal clients.
- Experience designing and facilitating training programs, leadership development initiatives, or learning collaboratives.
- Strong understanding of public health accreditation, Foundational Public Health Services (FPHS), and national workforce development frameworks.
- Exceptional communication and presentation skills, with the ability to engage diverse audiences.
- Proven ability to balance strategic vision with operational implementation and attention to detail.
